depriving an Assistant Engineer of well earned promotion for many years.
It should be borne in mind that Civil Servants sta- tioned in distant Colonies are at a disadvantage for pro- motion to any other Colony, and of course are prevented
by distance from taking up any other post in Great Britain, and must generally be content with promotion in the Colony in which they are working, and for this few opportunities occur; moreover any personal endeavours or exceptional service of theirs meets with no adequate return, зuzely then they may expect to be protected from discouragement.
The staff are naturally anxious to do their utmost
to facilitate the work of the Department, and suggest that recalling an Officer or Officers on leave, of allocating an officer in the Colony to act would be of more service
to the government than appointing a 1st Assistant Director of Public Works from outside the Department ·
We appreciate Your Excellency's sympathetic attitude towards us, but we consider this matter so vital to our interests that we venture to trouble you further.
